Arizona Personalized License Plate Transfer Guide
Arizona provides an official process for the registered plate owner to release ownership of a personalized plate format. Arizona MVD still decides whether the letter/number combination can be issued to another applicant, so a private agreement or VPX transaction does not guarantee reissuance.
What Arizona MVD says
Arizona MVD Form 48-3302, Plate Release, includes a Personalized Plate Release option. The registered plate owner can release ownership of the plate format, and the form explains that the release allows the letter/number combination to be issued to another person.
Arizona MVD separately states that personalized plates are subject to review. That means release and issuance are separate steps: the current owner can release the format, but Arizona MVD retains control over the new applicant's plate issuance.
For the seller
- Confirm that you are the registered owner of the Arizona personalized plate format.
- Review the current Arizona MVD Plate Release form and requirements before committing to a transaction.
- Do not represent the plate as transferred merely because a buyer and seller agreed on a price.
- Complete any release or MVD-required steps only when the transaction workflow calls for them.
For the buyer
- Confirm the exact plate format and plate type before making an offer.
- Understand that a seller's release does not itself create a plate registration in your name.
- Follow Arizona MVD's current application, registration, fee, and review requirements.
- Wait for the applicable government process before treating the personalized plate as successfully issued to you.
