California Personalized License Plate Transfer Guide
California DMV provides a documented process for the personalized plate owner of record to retain a plate configuration or release priority so another applicant can seek to use it. The DMV still controls the final plate assignment and issuance.
What the official sources say
California DMV says most personalized or special-interest plates can remain on a vehicle being transferred when the plate owner of record releases priority. The owner and the new applicant use the Special Interest License Plate Application (REG 17) as part of that process.
California DMV also allows the owner to retain personalized plates for future use by filing REG 17 and paying applicable retention fees. A released configuration remains subject to DMV requirements and review; a private sale does not itself issue the plate to the buyer.
For the seller
- Confirm you are the California DMV plate owner of record.
- Review the current REG 17 instructions and decide whether the transaction requires release of priority rather than retention.
- Do not hand over or represent the configuration as transferred until the DMV-required release step is properly completed.
- Keep copies of the signed transaction and DMV paperwork.
For the buyer
- Confirm the exact plate configuration and plate type before making an offer.
- Confirm that the seller can release priority through the current California DMV process.
- Complete the buyer-side DMV application and required fees when the transaction workflow calls for it.
- Treat issuance as complete only after California DMV accepts and assigns the configuration.
Important
