Florida Personalized License Plate Transfer Guide
Florida personalized plates are issued through the state's motor-vehicle registration system, and the official FLHSMV sources we reviewed do not describe a general private person-to-person sale that automatically transfers a personalized configuration to an unrelated buyer.
What the official sources say
FLHSMV states that most Florida license plates can be personalized and that a personalized-plate applicant must have a Florida-registered vehicle, complete the applicable personalized plate application, provide required insurance information, and pay the required fees.
FLHSMV also states that Florida license plates belong to the state. Because the current public guidance we reviewed does not establish a universal peer-to-peer transfer procedure for a personalized configuration, VPX treats Florida transactions as conditional on confirmation from FLHSMV or the local county tax collector or license plate agency.
For the seller
- Confirm the personalized plate is associated with your current Florida registration.
- Do not represent the plate combination as already transferable to an unrelated buyer solely because you agreed on a price.

- Keep the plate and registration handled exactly as FLHSMV directs during the transaction.
For the buyer
- Confirm the exact personalized combination and Florida plate type.
- Check with the appropriate county tax collector, license plate agency, or FLHSMV about whether the configuration can be issued to you and what application is required.
- Do not assume receiving the metal plate gives you a right to the personalized configuration.
- Treat the transaction as complete only after the state registration process has been successfully completed.
